(C) On April 3, poloff delivered reftel demarche to Bosse
Hedberg, Deputy Director of the Department for International
Law, Human Rights and Treaty Law. Bosse said the Swedes are
flexible towards how to handle interoperability issues, but
have not reached a final decision. He referred to the
Swedish proposal set out at the February Oslo Process in
Wellington, which calls for the delegations to "carefully
consider whether the current drafting of the Art. 1 (c) is
the optimal language for all who participate in"
international military operations, such as non-aligned
Sweden. Hedberg said the interoperability problems could be
solved outside of the discussion text on an ad hoc basis,
thereby freeing the text from detailed rules.
