(U) On February 25, post shared reftel with Stefan Karlsson,
Senior Advisor, at the Swedish Ministry of Health. Karlsson
said that the Government of Sweden is currently discussing
this issue and expects to have developed a plan of action by
the end of April. He added that this topic is extremely
important to Sweden, and that it is vital to think through
strategy and implementation thoroughly. Post will report any
