SECURITY COUNCIL REFORM
1. The Department instructs USUN to abstain during the vote
in the UN General Assembly on September 16 on the resolution
containing the recommendations of the Open-Ended Working
Group (OEWG),the draft text of which the President of the
General Assembly communicated to UNGA members by fax on
September 14. The Department takes note of the OEWG's
failure to reach consensus on the recommendations contained
in this resolution in its earlier discussions.
