The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests AIT-Taipei's assistance in conducting a pre-license check on application 050119838 for the export of electronic components and spare parts to Taiwan. AIT-Taipei is requested to complete this Blue Lantern within 30 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. Reason for request: Although foreign consignee Link Wave Aerospace Technologies, Inc., has been on more than 35 licenses, it has only been involved in one prior Blue Lantern inquiry. In that inquiry, the foreign parties listed in reftels B and C could not confirm the commodity/quantities required for the proposed transaction. The license application was denied for foreign policy reasons; bona fides could not be verified. ¶4. Action Request: Department requests that AIT-Taipei make inquiries to verify the bona fides of Link Wave Technologies, Inc in the proposed transaction. Conduct a site visit to assess the company's reliability as a recipient of United States Munitions List (USML) articles as well as its operations and on-site security. If a site visit is not possible, please inform PM/DTCC case officer. Also, confirm with Chung Shan Institute of Science and Technology that it ordered the items listed for the purpose stated on the application. The following questions provide suggested guidance: (To Link Wave Aerospace Technologies, Inc.): - Can Link Wave provide documentation (e.g. purchase order, contract, or letter of intent) from Chung Shan Institute of Science and Technology confirming its role as well as the quantities of USML items required for the proposed transaction? - Who are Link Wave's main customers and where are they located? - How long has your company been in the business of importing and selling defense articles?
