USUN may draw on the following points during the August 26 Security Council Consultations on the UNSC DRC Sanctions Committee: -- The United States would like to thank the Chair of the Security Council Committee established pursuant to resolution 1533 (2004) concerning the Democratic Republic of the Congo for his statement. -- We would also like to express our appreciation for the work of the Committee's Group of Experts, which has been done under challenging circumstances. We thank the Group of Experts for their efforts to ensure that the measures imposed by the Security Council are being implemented. -- The Group of Experts reported that weapons and money continue to flow to armed groups in the Democratic Republic of the Congo (DRC). The United States is particularly troubled by the continued military buildup in the region and the proliferation of new armed groups. -- We note with grave concern the ongoing activities of the FDLR and the CNDP, and recall that resolution 1804 (2008) demands that all members of the FDLR and other armed groups immediately lay down their arms and present themselves for disarmament, demobilization, repatriation, resettlement, and reintegration. -- The United States encourages the 1533 Committee and its Group of Experts to focus on concrete measures to interrupt the arms flows and financial streams supplying armed groups. -- We appreciate that the Group of Experts plans to provide more documentation to substantiate a number of the assertions in its most recent interim report. We encourage the Group of Experts to use the remaining time in its mandate to provide specific recommendations on ways the Council might refine the measures and ensure their implementation. -- Finally, the United States expresses support for the recommendations included in the Group of Experts' interim report as efforts to work towards securing an environment of lasting peace and security in the Great Lakes region. ¶2.
