(U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests post assistance in conducting a pre-license and post-shipment check for the export of spacecraft-related equipment to India. Post is requested to complete this Blue Lantern check within 30 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. (S//NF) Reason for request: PM/DTCC recently learned that the Foreign Intermediate Consignee on the three licenses listed below, Mangalam Traders, shares the same address as Mayurakshi Equipments Pvt Ltd. Internet information also shows that Anish Gupta is the POC for both companies. Mayurakshi Equipments was the subject of a DoS demarche on account of concerns about possible transactions with Iran (Ref. B). Both Mayurakshi Equipments and Mangalam Traders have also been the subject of recent intelligence reporting (Refs. A, C, D). PM/DTCC would therefore like to conduct a Blue Lantern check to confirm these three orders for United States Munitions List (USML) commodities with the Foreign End User as a check against possible diversion. ¶4. (U) ACTION: Please contact the Foreign End User, Research Center IMARAT, and request that it provide documentation which verifies the quantities and types of commodities listed on the three licenses below. Please also confirm intended end-use purpose and ask IMARAT to further explain the nature of its academic teaching enterprise. Do not/not contact Mangalam Traders. END ACTION. ¶5.
