RUSSIAN FORCES REMAIN IN GORI AND POTI
--------------
1. (SBU) EMBASSY Tbilisi received unconfirmed reports
Russian forces re-entered Gori, placed landmines around a
Russian encampment, and established a presence in Poti in
order to inspect the cargo of any incoming U.S. vessels.
2. (U) Media report Russian forces intend to hand over
Gori to Georgian police forces, but explosions are still
heard in the region.
RUSSIA CONSOLIDATING GAINS IN S. OSSETIA; GEORGIA LEAVES CIS
--------------
3. (U) Russian FM Lavrov said Georgia's territorial
integrity can be forgotten about, as it would be
impossible to persuade South Ossetia and Abkhazia to
rejoin the Georgian state.
4. (U) Russian President Medvedev met in Moscow with
Abkhaz and South Ossetian leaders, who signed French
President Sarkozy's six-point plan.
5. (U) Georgia's parliament unanimously voted to leave
the Commonwealth of Independent States.
ASSISTANCE MOVING TO IDPS; SUFFICIENT AID REACHING TBILISI
--------------
6. (SBU) OFDA reports the assistance delivered by U.S.
C-17s is being moved to a Ministry of Refugees and
Accommodations warehouse for distribution to IDPs. UNICEF
reports there are 48 IDP centers in the Tbilisi area.
7. (SBU) EMBASSY Tbilisi reports the distribution of
humanitarian assistance outside Tbilisi is problematic due
to the security situation and infrastructure damage. The
Georgian government estimates there are 80,000 IDPs
throughout the country.
8. (SBU) The UN announced Georgia's Ministry of Health
has received sufficient medical aid and requests donors
not send additional medical supplies at this time.
9. (SBU) The World Food Program has sufficient stocks
in-country to meet the emergency needs of 16,000 people
for ten days, and two flights carrying 34 tons of high-
energy biscuits are scheduled to arrive August 14.
10. (SBU) Australia has pledged $1 million to UNHCR and
ICRC.
