(U) This is an Action Request. See paragraphs 2-4. ¶2. (U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Embassy's assistance in conducting a pre-license check on application 050114952 and a post-shipment check on license 050113494 for the export of C-130 spare parts to Bangladesh via the UAE. Post is requested to complete this Blue Lantern check within 30 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. (SBU) Reason for request: Possible duplicate order of defense articles and questionable documentation from the end user. The DSP-83 nontransfer and use certificate submitted in support of license 050113494 appears to have been inappropriately re-used for license application 050114952, which lists an identical commodity description and value. In addition, foreign consignee Airborne Systems FZE in the UAE is on PM/DTCC's Watch List. ¶4. (SBU) ACTION: Embassy is requested to make inquiries with appropriate Bangladesh Air Force (BAF) officials to determine if it ordered and/or received all the C-130 parts referenced in paragraph 5 below. The following questions are suggested: -- Did the NAF order one or two lots of C-130 spare parts? -- It appears that MD. Zahurul Hague, Squadron Leader, Directorate General Purchase, signed at least one DSP-83 certificate on May 15, 2008. Did BAF officer(s) sign more than one DSP-83 certificate on May 15, 2008, for $2 million worth of spare parts from Airborne Systems in the UAE? -- When the BAF signed the one or more DSP-83s, what company was listed as the U.S. applicant in block 2 of the form? -- Can the BAF confirm that Airborne submitted more than one DSP-83 in order to obtain licenses? -- What is the nature of the BAF's relationship to Airborne?
