(S/Rel China) Embassy is requested to advise appropriate PRC officials that Washington is prepared to conduct the next round of the U.S.-China Nonproliferation Dialogue to further advance the joint agenda we agreed upon at the successful August 2007 Nonproliferation Dialogue (ref A-C) and the constructive nonproliferation discussion that took place at the June 2008 Security Dialogue. The U.S. proposes that the dialogue be held at the Director-General level, with ISN Acting Assistant Secretary Patricia McNerney representing the U.S. side. As the 2007 Nonproliferation Dialogue was held in Beijing, the United States hereby offers to host this year,s round of nonproliferation talks in Washington, D.C. at a mutually convenient time in late September or October 2008. ¶3. (S/Rel China) The United States proposes the following draft agenda for the next Nonproliferation Dialogue: -- Session 1: Regional Issues North Korea Iran Iran Nuclear Iran Conventional Arms Transfers Syria -- Session 2: Proliferation Issues Engagement with NORINCO and CGWIC -- Next Steps Open Nonpro cases Export Control Cooperation Detection Architecture UNSCR Implementation Proliferation Finance Proliferation challenges/opportunities resulting from Olympics -- Session 3: Multilateral Initiatives Global Initiative to Combat Nuclear Terrorism Fissile Material Cutoff Treaty Convention on Certain types of Conventional Weapons CWC Implementation BWC Activities 1540 Implementation NPT Proliferation Security Initiative ¶4. (U) The Department looks forward to receiving the views of MFA Arms Control and Disarmament Department Director General Cheng Jiechi on possible dates, venue, and agenda for the next round of discussions.
