1. Mission is requested to convey to the UN Special
Rapporteur on Extrajudicial, Summary or Arbitrary Executions
the text of the letter in paragraph 2. This is a preliminary
response to several of Mr. Alston,s 2006 and 2007 inquiries,
to which we have not responded. The text of this letter will
be emailed to post. These are items #7 and 8 on the 2006
Geneva correspondence log and items #11, 12, 18, 19 on the
2007 Geneva correspondence log.
2. The Special Rapporteur on Extrajudicial, Summary or
Arbitrary Executions has expressed concerns over the
following cases and wants further information on these cases.

Dear Mr. Alston:
This is an interim response to your letter of March 27, 2006
and your 2007 letters of May 9, May 23, June 28, and August
27.
As you are aware, we consider that some of these inquiries
deal with matters that are outside the scope of your mandate.
Nevertheless, in the spirit of cooperation, we will endeavor
to provide information regarding the issues raised in your
inquiries as soon as possible.
We sincerely apologize for the long delay in replying to your
inquiries, due in part to difficulties in researching the
facts of these cases and the need for careful coordination
among all government agencies with responsibility for the
subject matter of the inquiries. Thank you for your patience
and understanding in these matters as we work to provide your
office a considered response.
