(S) Since March 2008, we have provided information to Turkey concerning efforts by the Turkish company Tet Makina Metal Sanayi Ve Ticaret to supply four- and six-axis filament winding machines to Pakistan (Reftels). These machines are controlled by the Missile Technology Control Regime (MTCR), Nuclear Suppliers Group (NSG),and Wassenaar Arrangement and likely being sought on behalf of Pakistan's Kahuta Research Laboratories, which was formerly known as Khan Research Laboratories and is involved in Pakistan's ballistic missile and nuclear weapons programs. We last discussed this case with Turkish officials in April 2008 and, as reported in Ref J, received assurances from the Turkish government that all measures will be used to prevent the transfer of these filament winding machines to Pakistan. In light of our ongoing nonproliferation concerns regarding this activity and our extensive discussions on this case, we want to follow-up with the GOT and ask about the status of this investigation. We also want to inquire as to whether Turkey is continuing to monitor the activities of Tet Makina to ensure this transfer does not take place. ¶3. Action Request: Request Embassy Ankara approach appropriate host government officials to ask for an update on the status of their investigation into efforts by the firm Tet Makina to transfer filament winding machines to Pakistan. Post should thank Turkish officials for their efforts thus far in this case and inquire whether Turkey is continuing to monitor the activities of Tet Makina to ensure these machines are not exported to Pakistan. ¶4.
