Minister Bogollagama from Secretary Rice. There will be

Dear Mr. Minister:
Thank you for your invitation to participate in the
South Asian Association for Regional Cooperation Summit
in Colombo. I regret that I will be unable to attend
but have asked Assistant Secretary Richard Boucher to
represent the United States at the Colombo Summit.
The United States supports collaborative approaches to
economic development, particularly regional initiatives
that promote the spread of free trade. We look forward
to working with the SAARC's Council of Ministers in
addressing our common challenges.
