KUALA LUMPUR 500 ¶B. STATE 41081 ¶C. BLUE LANTERN GUIDEBOOK 2006 ¶1. This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests post's assistance in conducting a pre-license check on application 050110027 for the export of gyroscopes to Malaysia. Post is requested to complete this Blue Lantern check within 30 days. Lack of response to a Blue Lantern check will affect pending and future applications involving parties to this license. ¶3. Reason for request: new information prompting follow-up to a previous unfavorable Blue Lantern check. Based on post's findings on a pre-license Blue Lantern check on application 050088296 (ref A),the Department's Directorate of Defense Trade Controls (PM/DDTC) returned the application without action (RWA). U.S. applicant System Engineering GES, Inc., subsequently resubmitted the application (now as 050110027) with additional supporting documentation, including a letter and an email from proposed end-user Orogenic Resources Sdn Bhd. Company officials claim that no one in the firm had been contacted by any Department officials, and invite Department officials to visit the company's offices in Shah Alam. Department requests that post make appropriate additional inquiries to verify the bona fides of Orogenic and to confirm the legitimacy of the proposed transaction. Details of the proposed transaction and suggested questions for Orogenic officials are contained in the original pre-license Blue Lantern request (ref B). ¶4. Department requests that post conduct a site visit to the company in order to provide Department with an assessment of its business operations and on-site security. If a site visit is not possible, please inform PM/DTCC case officer. Finally, post is asked to assess whether the company appears to be a reliable recipient of USML items. End action. ¶5.
