IIR 6 837 0047 07 ¶B. 2006 BLUE LANTERN GUIDEBOOK ¶1. (U) This is an Action Request. See paragraphs 2-4. ¶2. (U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Embassy,s assistance in conducting a pre-license check on application 050108207 for the export of technical data for an armored vehicle to Greece. Post is requested to complete this Blue Lantern within 30 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. (SBU) Reason for request: Foreign consignee and end-user Nik Kioledes SA is on PM/DTCC's watchlist and has not appeared on any previous licensing requests. Ref A raises additional cause for concern. ¶4. (U) Action Request: Department requests that Embassy inquire with the appropriate host government officials to establish the bona fides of Nik Kioledes SA in the proposed transaction. PM/DTCC also request that post conduct a site visit to assess the company's reliability as a recipient of United States Munitions List (USML) articles as well an assessment the company's on-site security and operations. If a site visit is not possible, please inform the PM/DTCC case officer. The following questions provide suggested guidance for post's interview with Nik Kioledes SA representatives: - Please confirm your order and intended end-use of technical data to be transferred under license 050108207. - What role will Synergy Hellas play in the proposed transaction? Will Synergy Hellas have access to the technical data? - How long has your company been in the business of importing and selling defense articles? - Are you familiar with the restrictions against the unauthorized re-export or retransfer of U.S.-origin defense articles? - What other products are sold by your company? - Who are your regular customers and where are they located? Applicant would like to engage in preliminary technical exchanges with the foreign licensees to discuss the feasibility and technical requirements of developing a HEMTT Wrecker variant for integration with a fuel tank for potential foreign government sales. Synergy Hellas, acting as the applicant,s local agent, will facilitate the flow of information between the foreign licensee and the applicant. ¶6.
