1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Embassy,s assistance in
conducting a post-shipment check on license 050081517 for the
export of C-130 aircraft spare component parts to Malaysia.
Embassy is requested to complete this Blue Lantern check
within 45 days. Lack of response to a Blue Lantern check
will affect pending and future licenses involving parties to
this license.
3. Reason for request: Lack of documentation from the Royal
Malaysian AIR FORCE (RMAF),and need to verify its
relationship with foreign intermediate consignee, Global
Aviation Spares Pty., Ltd. (in Australia).
4. ACTION Kuala Lumpur: Embassy is requested to make
inquiries with appropriate host government officials to
determine if the RMAF has received the C-130 aircraft spare
parts and components from R.S. Aviation, Inc. and that the
articles are being used for the purpose stated on the
license. Export data indicates that items worth $19,860 were
shipped from the United States on the following dates: $6,360
on January 23, 2008, $11,700 on January 29, 2008 and $1,800
on April 3, 2008. Due to lack of documentation from the end
user, Post is requested to exercise its contacts within the
RMAF to verify receipt of this order. (It may be useful to
reference Global Aviation Spares Pty., Ltd. Purchase Order
No. 4303 signed on December 28, 2007, POC is Tristan
Ross-Clift, Tel. No. 61-2-9453-2059)
