1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Embassies, assistance in
conducting a post-shipment check on license 050072150 for the
export of CH-47D helicopter spare component parts to the
United Arab Emirates (UAE). Embassies are requested to
complete this Blue Lantern check within 45 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.
3. Reason for request: unfamiliar foreign intermediate
consignee, AJ Aero Support Pte., Ltd. (in Singapore).
4. ACTION Singapore: Department requests that Embassy conduct
a site visit to AJ Aero Support Pte., Ltd. (AJ Aero) in order
to verify its bona fides. Embassy should assess AJ Aero,s
reliability as a recipient of USML articles, and assess its
operations and on-site security. Emphasize that the
unauthorized re-export and retransfer of USML items is
strictly prohibited. Post should ask AJ Aero to provide
documentation establishing its order for the items in
question and to show that the UAE MOD is the final end user.

ACTION Abu Dhabi: Embassy is requested to make inquiries with
appropriate host government officials to determine if the UAE
Armed Forces Logistics Staff has received the CH-47D
helicopter spare component parts from The Parragon Group and
that the articles are being used for the purpose stated on
the license. Export data indicates that items worth $2,954
shipped from the United States on December 8, 2007 and the
remainder of the license balance ($23,834) shipped from the
U.S. on March 14, 2008. Post is requested to contact the UAE
MOD to verify receipt of this order. UAE POC is Staff
Colonel (Deputy Director, General Purchasing) Yahya Yousuf
Abdulla Al Baloushi, Tel. No. 971-2-4414999, Purchase Order
