SECURITY ARRANGMENTS FOR UNAMI

1. (U) This is an action request. Please see paragraph 3.
2. (C/REL MCF-I, UN, IZ) UNSCR 1546 (2004),which set out
the mandate for Multi-National Force-Iraq, most recently
renewed by UNSCR 1790 (2007),noted the decision to create
a "distinct entity" under unified command of MNF-I, with a
dedicated mission to provide security for the UN presence
in Iraq. This was described in the letter from Secretary
Powell, annexed to UNSCR 1546, and in a December 8, 2005
Agreement between the U.S. and the UN concerning the
establishment of security for UNAMI. As a practical
matter, MNF-I forces that constitute this distinct entity
currently provide middle and outer ring security, and
during ground movements, commensurate convoy security,
quick reaction force, and aero-medevac response for the
UNAMI international staff. If the Chapter VII mandate of
MNF-I expires on December 31, 2008, the mission of this
distinct entity could expire as well.
3. (C/REL MCF-I, UN, IZ) Per reftel, EMBASSY Baghdad is
requested to initiate discussions with MNF-I and UNAMI on
follow-on security arrangements for UNAMI, and then
approach jointly the GOI to solicit its views.
Participation by Coalition partners is left to the
discretion of the Embassy.
4. (C/REL AS, UK, CA) Post is requested to report on the
