(U) This is an action request. USUN please see para 2. Embassies Brussels, London, and Paris please see para 3. ¶2. (S) USUN is requested to place a hold on the names submitted for listing by the Government of Rwanda in S/AC.43/2008/NOTE.13 to the UN Security Council Committee established pursuant to resolution 1533 (2004) concerning the Democratic Republic of the Congo. USUN is also requested to share our current list of targets in para 4 with the UN Missions of Rwanda, France, UK, Belgium, and others as appropriate. Please coordinate to obtain additional information, including identifiers and to establish one agreed list of targets that can be jointly submitted to the DRC Committee for listing. If there are names that governments would like listed that are not in para 4, please request full identifiers and background on how the individuals meet the listing criteria per UNSC Resolution ¶1807. Thank the Rwandan Mission for their extraordinary effort to produce such a comprehensive submission, and express our desire to work with them to list as many of the individuals included in their submission as possible. Please explain that we have reviewed the Rwandan and French lists of proposed targets, along with other information, and we have attempted to come up with a consolidated group of targets that (with assistance from Rwanda, France, Belgium, the UK, and others) we hope to be able to support with sufficient identifying and other information for Member States to effectively implement the sanctions. Please also explain that, in order to implement UN sanctions, the U.S. Government must be able to meet U.S. domestic legal requirements, which require adequate identifying information and information demonstrating that each individual meets the listing criteria. ¶3. (S) Country Teams at Embassies Paris, Brussels, and London are requested to check all available information and approach host governments to request additional identifying information for the individuals listed in para 4 and any other individuals that host government plans to submit for listing by the UN Security Council Committee established pursuant to resolution 1533 (2004) concerning the Democratic Republic of the Congo. The objective is to attain adequate identifiers so that USUN
