REF: 2006 BLUE LANTERN GUIDEBOOK
1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Embassy's assistance in
conducting a post-shipment check on license 050075038 for the
export of F-5 aircraft parts to Thailand. Embassy is
requested to complete this Blue Lantern check within 45 days.
Lack of response to a Blue Lantern check will affect pending
and future licenses involving parties to this license.
3. Reason for request: Suspicion that additional foreign
parties may be involved in this transaction.
4. ACTION Bangkok: Embassy is requested to make inquiries
with appropriate Royal Thai Air Force (RTAF) officials to
ensure that all foreign parties have been identified on the
license and to verify order for items listed in paragraph 5
below. Who is receiving the items exported from the U.S.
when they arrive at the port of entry in Thailand? The
Department notes that the foreign government in question
typically outsources the repairs cited on the license. Is
another Thai party doing repairs or maintenance on the F-5
aircraft for the RTAF? RTAF POC is Jamlong Khemapropa (Air
Vice Marshall, RTAF, Deputy Director),Phone 662-243-0759,
