1. Security Council member states have been invited to
participate at a ministerial level in a thematic debate on
sexual violence in situations of armed conflict, to be
chaired on June 19 by Secretary Rice (reftel A). USUN will
introduce and circulate a draft resolution (reftel B) on this
topic to all Security Council members' missions in New York
on June 3. Department requests embassies to deliver the
talking points in paragraph 2 below at an appropriate level
in the host country foreign ministry on Tuesday, June 3.
2. BEGIN TALKING POINTS.
-- As you know, the Security Council, under the U.S.
presidency, will hold a thematic debate on June 19 on the
topic of sexual violence in situations of armed conflict.
-- Our mission in New York will be sharing the text of a
draft resolution with your New York colleagues on Tuesday.
June 3, to initiate a round of consultations to reach a
consensus text for adoption during the debate.
-- In light of Secretary of State Rice's personal involvement
in the upcoming Council debate on this issue, we are bringing
this matter to your attention.
-- We urge you to give the draft resolution your favorable
consideration.
