This is an Action Request. See paragraphs 2 - 4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a pre-license check on licenses 05-050077526 and 05-050079235 for the export of automatic rifles to Jordan. Post is requested to complete this Blue Lantern check within 30 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for Request: To verify the bona fides of these transactions and assure that the large quantities of automatic rifles will be handled in a secure manner. ¶4. Action Request: Post is requested to establish the bona fides of these transactions and determine that the end-users are legitimate recipients of the United States Munitions List (USML) items listed below. Post should also question end-users on their familiarity with the International Traffic in Arms Regulation (ITAR). The following points are included for guidance: (To the Jordanian Armed Forces and General Intelligence Directorate) -- Why are you purchasing such large quantities of automatic rifles? What firearms are these items displacing and what will be done with those that are being replaced? Are you familiar with the restrictions governing the import of U.S. Munitions List (USML) commodities, in particular, the prohibition of unauthorized re-export? In its reply, Post may also comment on any other information pertinent to these transactions such as security of facilities or concerns about the end-users. ¶5. Details of license application: ¶A.
