1. This is an Action Request. See paragraphs 2 - 4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on license 050104476 for the export of
rifles to Russia. Post is requested to complete this Blue
Lantern check within 30 days. Lack of response to a Blue
Lantern check will affect pending and future licenses
involving parties to this license.
3. Reason for Request: To establish the bona fides of this
transaction and the involved parties. The firearms listed
below are primarily used for military and law enforcement
purposes but are proposed for commercial sale.
4. Action Request: Post is requested to provide information
on the practice in Russia of using the firearms listed below
for big game hunting. Post is also requested to establish the
bona fides of this transactions by making appropriate
inquires to authorities at LLC Gun Store "Arsenal." The
following questions are provided for guidance:
--When was the company established and who are its principals?
--Does the company have proper supporting documentation,
including purchase orders and import certificates, for the
proposed transaction?
--Who are the ultimate end-users for the specific items
listed on this license?
--Why type of big game is hunted with these firearms? How
many firearms of this type did the company sell in 2007?
--Does the company understand the restrictions on USML items,
especially the prohibition against unauthorized re-transfers
and re-exports?
In its reply, Post may also comment on any other information
pertinent to these transactions such as security of
facilities and concerns about the entities involved.
