1. (U) This cable responds to the guidance request in
reftel for Department of State-funded training.
2. (SBU) The Department of State has vetted the nominees
in reftels and possesses no credible evidence of gross
violations of human rights as of May 19, 2008. Please
note that if Post subsequently becomes aware that any of
the individuals have committed human rights violations,
Post should inform the Department and not proceed with
training. Post should refer to Leahy vetting guidance
located on the ACES website for additional assistance.
