This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Embassy's assistance in conducting a post-shipment check on license 050084573 for the export of AVOX systems crew oxygen mask parts to Malaysia via Hong Kong. Embassy is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for request: IN-Services, unfamiliar foreign consignee. ¶4. ACTION: Embassy is requested to make inquiries with appropriate IN-Services officials to determine if it has ordered the AVOX oxygen mask parts and that the articles will ultimately be used by the Royal Malaysian Air Force (RMAF), as stated on the license. Department requests that Embassy conduct a site visit to IN-Services to provide Department with an assessment of its business operations, on-site security, and general reliability as a recipient of United States Munitions List (USML) items. The following questions are offered as suggested guidance with IN-Services: - Can IN-Services provide documentation (e.g. purchase order, contract, or letter or intent) from the RMAF that firmly establishes it as the end user of these items? - Who are IN-Services main clients? - Does the company understand the restrictions on USML articles, particularly regarding re-exporting (no re-transfer or re-export without USG authorization)?
