This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Embassy's assistance in conducting a post-shipment check on license 050074880 for the export of Bell 212 helicopter spare parts to Thailand. Embassy is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for request: Auric Space Co, unfamiliar foreign consignee. ¶4. ACTION: Embassy is requested to make inquiries with appropriate host government officials to determine if the Royal Thai Navy (RTN) has received the Bell 212 parts and that the articles are being used for the purpose stated on the license. RTN POC is Rear Admiral Norapon Tonvichien, Director Naval Supply Center, MOD contract # 05162/1811, dated August 14, 2007. Department also requests that Embassy conduct a site visit to Auric in order to provide an assessment of its business operations, on-site security, and general reliability as a recipient of United States Munitions List (USML) items. The following questions are offered as suggested guidance with Auric: - Can Auric provide documentation (e.g. purchase order, contract, or letter or intent) from the RTN that firmly establishes it as the end user of these items? - Who are Auric's main clients? - Does the company understand the restrictions on USML articles, particularly regarding re-exporting (no re-transfer or re-export without USG authorization)?
