This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Embassy's assistance in conducting a post-shipment check on license 050077199 for the export of Orion aircraft spare parts to Australia. Embassy is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for request: John Holland Aviation Services (Holland),unfamiliar foreign consignee. ¶4. ACTION: Embassy is requested to make inquiries with appropriate host government officials to determine if the Royal Australian Airforce (RAAF) has received the Orion parts and that the articles are being used for the purpose stated on the license. Department also requests that Embassy contact Holland in order to provide Department with an assessment of its business operations, on-site security, and general reliability as a recipient of United States Munitions List (USML) items. Holland POC is Bernadette Franklin, Material Planner, TEL: 123721317, reference Purchase Order # JM0000291 dated August 7, 2007. The following questions are offered as suggested guidance with Holland: - Can Holland provide documentation (e.g. purchase order, contract, or letter or intent) from the RAAF that firmly establishes it as the end user of these items? - Who are Holland's main clients? - Does the company understand the restrictions on USML articles, particularly regarding re-exporting (no re-transfer or re-export without USG authorization)? END ACTION. ¶5.
