(U) This is an Action Request. See paragraphs 2-4. ¶2. (U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests post's assistance in conducting a post-shipment check on license 050047010 for the export of infrared viewer components to South Korea. Post is requested to complete this Blue Lantern check within 15 days. Lack of response to a Blue Lantern check will affect pending and future applications involving parties to this license. ¶3. (SBU) Reason for request: time-sensitive need to verify that the end-user, the South Korean Ministry of National Defense (MND),received the items listed on license as well as any similar items. Post should make appropriate inquiries to verify that the MND received all 41 infrared modules listed on this license, and to ask the MND if they have ever received similar infrared devices in the past, either from the parties listed on this license or others. The following questions are provided as suggested guidance: --Are you familiar with EO System Co., Ltd.? --Did you order and receive from EO System Co., Ltd., the exact type and quantity of items listed on this license? --For what purpose have the items been used? --Did Selectron and/or EO System inform the MND about the license's provisos and limitations, particularly the requirement to report the loss, theft, or unauthorized access of the items no later than 15 days from the date of occurrence? --Is EO System Co., Ltd., an official supplier/contractor for the South Korean MND? Does the South Korean MND have any other contracts with the company? --Has the South Korean MND ever received or ordered any other infrared devices, either of the type listed on this license or any other type, from EO System Co., Ltd., or any other entity? ¶4.
