This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests post's assistance in conducting a pre-license check on application 050099148 and a post shipment verification on license 050056149, both involve the export of C-130 spare parts to Nigeria. Post is requested to complete this Blue Lantern check within 30 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. Reason for request: Very large quantity of C-130 spare parts to Nigeria; concern over whether the Nigerian Air Force has need for all the items. ¶4. ACTION ABUJA: Embassy is requested to make inquiries with appropriate Nigerian Air Force (NAF) officials to determine if the NAF has ordered the C-130 spare parts referenced in paragraph 5 below. Please verify that the articles are being used for the purpose stated on the license. Does it seem feasible that the NAF requires such a large amount and quantity of C-130 spare parts ($10 million approved in August 2007 and another $5 million requested this month)? END ABUJA ACTION. ACTION BRUSSELS: Department requests that Embassy contact Sabena Technics to obtain more information on its relationship with the Nigerian Air Force. Sabena POC is Rik Van Den Haute, Vice President Military Projects, reference letter of intent dated 06/07/2007. Can Sabena confirm that the NAF will be the final end user of C-130 parts listed on license # 050056149? What is Sabena's exact role in this transaction (i.e. parts purchaser, forwarder, or maintenance and overhaul provider)?
