This corrects State 041982 to fix paragraph references. ¶1. (S) On April 21, 2008, ISN/MTR (Pam Durham, Ralph Palmiero, and James Mayes) met with Takahiro Nonaka of the Embassy of Japan to hand-over the non-papers in paragraphs 2 and 3 below. On March 6, Nonaka had requested any information on these entities that the U.S. could share. These entities have been the subject of Missile Technology Control Regime (MTCR) denial notifications issued by the U.S. Nonaka expressed appreciation to the U.S. for providing this information and undertook to relay these non-papers to Tokyo. ¶2. (S) Begin talking points/non-paper: (SECRET REL JAPAN) -- We would like to share with you information on the Taiwan entity Chung Shan Institute of Science and Technology (CSIST),which has been the subject of multiple Missile Technology Control Regime (MTCR) denial notifications issued by the U.S. -- CSIST is Taiwan's leading organization for the research, development, and acquisition of defense technology. CSIST has divisions researching aeronautic systems, missiles and rockets, information and communications systems, chemical systems, materials and electro-optics, and electronic systems. -- CSIST has been active in research, development, testing and acquisition for a variety of Taiwan's weapons programs including unmanned aerial vehicles (UAV),ballistic missiles, and the MTCR Category I Hsiung Feng II-E cruise missile. -- CSIST is also involved in Taiwan's space launch vehicle and sounding rocket programs. -- We hope this information is useful in supporting your export control efforts and we look forward to continuing cooperation with your government on nonproliferation matters. ¶3. (S) Begin talking points/non-paper: (SECRET REL JAPAN) -- We would like to share with you information on two Chinese entities that were the subject of two Missile Technology Control Regime (MTCR) denial notifications issued by the U.S. in 2007. -- In early 2007, we notified the MTCR Partners that the U.S. denied an export license involving the Beijing University of Aeronautics and Astronautics (BUAA). BUAA is a Chinese university that has been a leader in China's cruise missile research and development since the mid-1980s. -- BUAA also has developed and tested a variety of unmanned aerial vehicles (UAVs) with military applications. -- We also notified the MTCR Partners of a denial to the Chinese entity Northwestern Polytechnical University, which has been associated with the procurement of export-controlled, U.S.-origin technology, and is a cover organization for the Chinese People's Liberation Army's strategic missile engineers studying in the U.S. -- Northwestern Polytechnical University is engaged in military-related research and development, including developing submarine-launched anti-ship cruise missiles, UAVs, and space launch vehicles. -- We hope this information is useful in supporting your export control efforts and we look forward to continuing cooperation with your government on nonproliferation matters. ¶4.
