1. ACTION REQUEST: The Core Group for Timor-Leste will
receive the report of the UN Police Advisor for Timor-Leste,
Commissioner Andrew Hughes, on April 22. USUN is instructed
to draw on material in para 2 below in responding to Hughes's
report. End Action Request.
2. Talking Points:

-- The U.S. Government appreciates the work of the UN Police
Advisor, Commissioner Andrew Hughes, and the expert
assessment mission that visited Timor-Leste in March 2007,
and welcomes the report,s recommendations on ways to improve
policing in Timor-Leste.
-- With the stabilization of the security situation in the
country since 2006, the highest priority for UNPOL should be
the training and mentoring of the National Police of
Timor-Leste (PNTL) to put it on course to developing into an
effective, professional force with full authority for law
enforcement.
-- A functional PNTL is indispensable to maintaining the rule
of law in Timor-Leste.
-- Government of Timor-Leste ownership of the PNTL
development process is essential to assuring its success.
