1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests post's assistance in conducting
a pre-license check on application 050097772 for the export
of F-16 engine parts to Indonesia via Singapore. Post is
requested to complete this Blue Lantern check within 30 days.
Lack of response to a Blue Lantern check will affect pending
and future licenses involving parties to this license.
3. Reason for request: Magtran International, unfamiliar
foreign consignee.
4. ACTION: Embassy is requested to make inquiries with
appropriate Magtran officials to determine if company ordered
the F-16 engine parts and that items will be used for the
purpose stated on the license. Department requests that
Embassy conduct a site visit to Magtran in order to provide
an assessment of its business operations, on-site security,
and general reliability as a recipient of United States
Munitions List (USML) items. Magtran POC is Lai Sew Pun,
TEL: 65-673-62550, reference Purchase Order # 001/PO/WA003
dated April 30, 2007. The following questions are offered as
suggested guidance with Magtran:
- Can Magtran provide documentation (e.g. purchase order,
contract, or letter of intent) from Indonesian Airforce
firmly establishing it as the end user of the items?
- What is Magtran's exact role in this transaction?
- Who are Magtran's main customers?
If a site visit is not possible, please inform PM/DTCC case
officer. End action.
