The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a pre-license check on application 05-050096164 for the export of defense hardware to Israel. Post is requested to complete this Blue Lantern inquiry within 30 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. Reason for request: Watchlisted Foreign Intermediate Consignee was the subject of two previous unfavorable Blue Lanterns in which unresolved discrepancies were noted in the quantities of United States Munitions List (USML) items ordered by the Israel Ministry of Defense. ¶4. Action: Department requests that Post verify the bona fides of Mel Sivan in the proposed transaction. Emphasize that the unauthorized re-export or retransfer of USML items is strictly prohibited. Department further requests that Post determine whether or not the Israel Ministry of Defense ordered the listed items for the purpose stated on the application. End Action Request. ¶5.
