The Department authorizes USOSCE to join consensus on the draft decision on the Agenda, Timetable and Modalities of the Huamn Dimension Seminar (PC.DD/11/08/Rev.1),with the changes outlined in paragraph 2. ¶2. Post should seek the following changes to the text as transmitted to the EUR/RPM (ref),in the subject for working group 1: Working Group I: Constitutional justice and the rule of law -- Institutional models for ensuring the supremacy of constitutional provisions and safeguarding constitutional principles; -- Constitutional review of draft and adopted legislation * practices and lessons-learned; -- Role of constitutional courts in fulfilling obligations in international law, including international human rights (INSERT: TREATIES) (DELETE: instruments),(DELETE: and co-operation with international bodies.). Reasons for change: not all "instruments" contain legally binding "obligations." Treaties is therefore a more accurate term. Also, the phrase "international bodies" is not defined and could include a variety of bodies (such as special rapporteurs) that the judicial system doesn't have to "cooperate" with. RICE
