Embassy Ankara, please see paragraph 3. ¶2. (S) Background and Purpose/Objective: We recently alerted Turkish officials to efforts by the Turkish company Tet Makina Metal Sanayi Ve Ticaret to supply four- and six-axis filament winding machines to Pakistan (Ref A). Both of these machines are controlled by the MTCR, Nuclear Suppliers Group, and Wassenaar Arrangement and we are concerned that these machines could be diverted to missile- or nuclear-related end-users in Pakistan. We noted that this transfer could impact the USG's consultations with Congress on the pending Turkey 123 Agreement. As reported in Ref B, Turkish authorities agreed to investigate this activity and we now want to provide them with additional information to support their efforts in this case. Specifically, we have learned that Tet Makina was expecting individuals affiliated with Pakistan's Kahuta Research Laboratory to arrive in Turkey to inspect the filament winding machines in late March. Kahuta Research Laboratory was formerly known as Khan Research Laboratories, an ent ity involved in Pakistan's ballistic missile and nuclear weapons programs. (NOTE FOR POST ONLY: This information has already been discussed with GOT authorities in liaison channels. END NOTE) ¶3. (S) Action Request: Department requests Embassy Ankara approach appropriate host government officials to deliver talking points in paragraph 4 and report response. Talking points also may be provided as a non-paper. ¶4. (S) Begin talking points/non-paper: (Secret Rel Turkey) -- The U.S. recently alerted you that the Turkish company Tet Makina Metal Ve Ticaret, Ltd. was making arrangements to transfer four- and six-axis filament winding machines to Pakistan in March 2008. -- In our discussions of this case, we emphasized that we believe these machines could be diverted to nuclear- or missile-related end-users in Pakistan. -- We now have additional information to provide you to assist your investigation of this activity. -- We understand that Tet Makina was expecting individuals from Pakistan to arrive in late March 2008 to inspect the four- and six-axis filament winding machines, both of which are controlled by the Missile Technology Control Regime (MTCR),Nuclear Suppliers Group (NSG),and Wassenaar Arrangement. -- Our information indicates that these individuals are likely affiliated with Kahuta Research Laboratories. Kahuta Research Laboratory was formerly known as Khan Research Laboratories, an entity involved in Pakistan's ballistic missile and nuclear weapons programs. -- We hope this information is useful in supporting your efforts to prevent this transfer to Pakistan. -- We look forward to continued close cooperation on nonproliferation issues and would appreciate hearing an update of the status of your investigation.
