SUBJECT: SRSG REPORT ON NEPAL ELECTIONS PREPARATIONS
1. ACTION REQUEST: SRSG for Nepal Ian Martin is scheduled
to report to the Security Council on March 27 concerning the
situation in Nepal and its preparation for upcoming
elections. USUN is instructed to draw from the points in
para 2 below during discussion following the report.
2. Begin points
--------------
-- The United States supports comprehensive peace in Nepal,
including the Constituent Assembly elections, which we regard
as a major step forward in ensuring stability and order in
Nepal, and urges all parties to continue to refrain from
violence.
-- The United States calls on all parties to ensure that both
the Constituent Assembly elections and the counting process
are conducted according to international electoral standards
of transparency, inclusiveness, and fairness and take place
without violence or intimidation by any side.
-- We also call on all parties to respect the outcome of the
elections and act in a peaceful fashion once the results have
been announced.
-- The United States urges the Constituent Assembly, once it
is elected, to promptly begin its work of drafting a new
constitution in a fashion that is inclusive, transparent and
reflects the input of all sectors of society.
-- We furthermore call on all parties to continue to work to
implement the terms of the Comprehensive Peace Agreement.
