Please see paragraph 4. -------------- SUMMARY -------------- ¶2. (S) As part of our effort to implement United Nations Security Council Resolution (UNSCR) 1803 Chapter VII obligations, Washington is in the process of considering the designation pursuant to Executive Order (E.O.) 13382 of the individuals and entities listed in Annexes I and III of the resolution. The U.S. process for considering designation under E.O. 13382 requires compiling information on the extent of these individuals' and entities' involvement in the proliferation of weapons of mass destruction (WMD) and their means of delivery. As part of this process, the United States also requires identification information for the named individuals and entities to ensure that financial institutions are able to identify and freeze relevant accounts and minimize the possibility of mistaken identity. ¶3. (S) We previously requested identifier information from the French and UK governments for the individuals and entities listed in the Annexes of UNSCR 1737 (Ref A) and UNSCR 1747 (Ref B). The French provided identifier and background information on individuals listed in the Annex of UNSCR 1737, which enhanced the United States' ability to designate certain individuals under E.O. 13382. The UK did not provide a substantive response to our requests for identifier information. -------------- OBJECTIVES and ACTION REQUEST -------------- ¶4. (S/REL UK, GERMANY AND FRANCE) Drawing from paragraph 5, posts are requested to approach appropriate host government officials to pursue the following objectives: --Request identifier and background information on the Iranian individuals and entities listed in Annexes I and III of UNSCR 1803. -- Inform that the United States is working hard to implement fully UNSCR 1803 and will use this information as part of our consideration of whether these entities meet the criteria for designation under Executive Order 13382, "Blocking Property of Weapons of Mass Destruction Proliferators and their Supporters." -- Convey that the identification information is critical to enable financial institutions to properly identify and freeze relevant accounts and transactions while minimizing the possibility of mistaken identity. -- Convey that we are prepared to receive the information in whatever manner host government prefers, via diplomatic channels in Washington or capitals, or through intelligence liaison channels, though our preference would be for this information to be unclassified. We also would consult with you prior to using any information provided in the public. -- Note that we are prepared to work closely to resolve any matters that would inhibit the passage of this information. -------------- DESCRIPTION OF IDENTIFYING INFORMATION -------------- ¶5. (U) We are looking for background information on all of the entities and individuals, including any specific information that could substantiate the individuals' and entities' involvement in Iran's nuclear or missile programs, such as citations from publicly available reports that describe their role in these programs.
