1. (U) This is an action request. Embassy Paris please
see paragraph 2.


2. (C) BACKGROUND AND ACTION REQUEST: In keeping with
established practice, we want to urge the Missile Technology
Control Regime (MTCR) Partners to present proposed
Information Exchange (IE) topics and try to come to closure
on a draft IE agenda for the 2008 MTCR Plenary at the April
10-11, 2008 MTCR Reinforced Point of Contact Meeting (RPOC)
in Paris. In keeping with this undertaking, and to
facilitate RPOC discussion of this issue, the United States
is circulating a proposal for IE agenda topics, along with a
list of papers/presentations the United States plans to make
at the 2008 IE. Embassy Paris is requested to provide the
paper in paragraph 3 to the French MTCR POC for distribution
to all MTCR Partners. NOTE: Info addressees also may
distribute to host government officials as appropriate. END

3. (C) BEGIN TEXT OF PAPER ON PROPOSED IE AGENDA TOPICS:

U.S. Views on the Agenda for the 2007 Missile Technology
Control Regime (MTCR) Plenary Information Exchange (IE)

The United States looks forward to working closely with the
Partners at the April 10-11 MTCR RPOC meeting in Paris on
preparations for the 2008 Plenary. As the Partners have done
in recent years, we hope that at the RPOC, the Partners will
again propose topics for the 2008 Information Exchange (IE)
and try to develop an agenda for the 2008 IE meeting. This
will greatly facilitate Partner preparation for the IE and
pave the way for an in-depth discussion of the issues.

In this context, the United States would like to suggest the
following items for inclusion on the agenda for the
2008 IE:

--Country and Regional Issues (China, Iran, Middle East,
North Korea, South Asia, Singapore, Syria, Taiwan, UAE, etc.).
--Export Control Issues (analysis of denials, risk assessment
in licensing, post-shipment and pre-license checks, visa
screening, etc.).
--Proliferator Procurement Activities and Strategies
(brokering, front companies, shipping lines, etc.).
--Technology and Equipment of Current Interest to Programs of
Concern.
--Interdiction (including case studies and examples of
lessons learned from successful interdictions by the
Partners).
--Terrorism.

In addition, the United States would like to inform the
Partners that we would be prepared to make presentations on
the following topics at the IE:

--China.
--Iran.
--Malaysia
--North Korea.
--Syria.
--Emerging Solid Propellant Market.
--Export Controls.
--Interdiction Case Study.
--Machine Tools.
--Perchlorate Family of Chemicals.
--Risk Technologies.
--Shipping Operations/Trends.

The United States would welcome Partners' own suggestions for
IE agenda topics and presentations, and looks forward to a
productive exchange on this matter at the RPOC.
