(U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a pre-license check on applications 05-050092404 for the export of defense hardware to South Korea. Post is requested to complete this Blue Lantern inquiry within 30 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. (SBU) Reason for request: Watchlisted foreign consignee LIG NEX1 Company, Ltd. is the subject of an ongoing investigation by U.S. federal law enforcement authorities. Need to confirm the existence of the Medium Range Surface to Air Missile (M-SAM) project that is allegedly under development by the end user. ¶4. (U) Action: Department requests that Post verify the bona fides of the proposed transaction with the Agency for Defense Development, confirm the existence of the M-SAM project, and confirm that it ordered the United States Munitions List (USML) items listed on the license application for the stated purpose.
