The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a pre-license check on application 05-050079910 for the export of defense hardware to France. Post is requested to complete this Blue Lantern inquiry within 30 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. Reason for request: Foreign Consignee INEO Defense ELG and End-User Centre d'Electronique de L'armement (CELAR) are unfamiliar foreign parties. ¶4. Action Request: Department requests that Post review documentation and conduct a site visit to establish the bona fides of INEO Defense ELG as a responsible recipient of United States Munitions List (USML) items. Emphasize that the unauthorized re-export or retransfer of USML items is strictly prohibited. Department further requests that Post seek further information about the specific end-user(s) and end-use of the exported items (e.g., government or commercial) and clarify the type of research that is being conducted.
