(U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a pre-license check on applications 05-050090721 and 05-050090722 for the export of defense hardware to South Korea. Post is requested to complete this Blue Lantern inquiry within 30 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. (SBU) Reason for request: Watchlisted foreign consignee LIG NEX1 Company, Ltd. is the subject of an ongoing investigation by U.S. federal law enforcement authorities. Purchase Order format and point of contact information attached to these applications appear to be inconsistent with LIG NEX1's most recent (electronic) submissions. ¶4. (U) Action Request: Department requests that Post verify the proposed shipment with LIG NEX1 Company, Ltd. Obtain the full names and official titles of all individuals who are authorized to procure United States Munitions List (USML) items and sign related purchase orders on the company's behalf. Emphasize that the unauthorized re-export or retransfer of USML items is strictly prohibited. Determine whether or not end-user Defense Acquisition Program Administration ordered the items listed, below, for the purpose stated on the applications. End Action Request. ¶5.
