1.This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on application 05-050091433 for the
export of defense hardware to Thailand. Post is requested to
complete this Blue Lantern inquiry within 30 days. Lack of
response to a Blue Lantern inquiry will affect pending and
future licenses involving parties to this license.
3. Reason for request: Foreign Consignee Yip In Tsoi & Jacks
Ltd. and End-User Aerotechnic Aviation Services (Thailand)
Co., Ltd are unfamiliar foreign parties.
4. Action: Department requests that Post make inquiries to
establish the bona fides of the foreign consignee and
end-user in the proposed transaction. Conduct site visits to
assess the companies' reliability as recipients of United
States Munitions List (USML) items as well as their
operations and on-site security. Emphasize that the
unauthorized re-export or retransfer of USML items is
strictly prohibited. Confirm with the end-user that it
placed an order for the items listed below for the purpose
stated on the application.

The 1401 will be used to test the S.E.L. TACAN RT-1506/B.
S.E.L.Standard Elektrik Lorenz was a German electronics
manufacturer when the TACAN RT--1506B Navigational system was
produced. The 1401 is not installed in the aircraft.
