CAMEROON: "ENFORCED CALM" DUE TO MILITARY PRESENCE

1. (SBU) Embassy Yaound reports most people in the
capital remain indoors. Douala is mainly quiet with
localized rioting and both main roads to the city are
open. Post notes Cameroonian military forces are fully
deployed, but might have resources to maintain order for
only three more days. (Cameroon Task Force/Embassy
Yaound telcon and e-mail)

DIPLOMATIC CORPS FEARS RAPID DETERIORATION

2. (C) Various ambassadors believe the current calm will
deteriorate rapidly, with the French ambassador noting,
"This is the beginning of the end" of President Biya's
administration.
3. (SBU) Looters robbed a Dutch official residence in
the diplomatic enclave. Post suspects the residence was a

AIRPORTS OPEN IN YAOUND AND DOUALA

4. (SBU) Flights are fully booked for several days, but
post has been successful in making some reservations for
both official and private Amcits, according to Embassy
Yaound. Both airports have plenty of fuel, but access to
the airports is limited. (Cameroon Task Force/Embassy

EMBASSIES AND PRIVATE FIRMS AUTHORIZE DEPARTURE

5. (SBU) Embassy Yaound reports other embassies are
moving to authorized departure, with two U.S. businesses

U.S. EMBASSY RESOURCES SUFFICIENT FOR ONE WEEK

6. (SBU) Embassy Yaound reports there is enough fuel
for one week of 24/7 generator operations. Enough food is
available in the commissary to support Embassy staff for
about one week. Post has no MREs, as they were sent to
N'Djamena. (Cameroon Task Force/Embassy Yaound telcon)
