This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-shipment end-use check on license number 05-1007778 for the export of aircraft spare parts to Japan. Post is requested to complete this Blue Lantern inquiry within 45 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. Reason for request: Unfamiliar foreign consignee, sensitivity of commodity, and limitations and provisos which stipulate that defense articles exported on this license must not include significant military equipment (SME),major components, tools or test equipment. The provisos also prohibit the use of the parts for enhancement of existing hardware or for commercial use. ¶4. Action Tokyo: Department requests that Post make inquiries to confirm the delivery of aircraft parts to the Japan Defense Agency, verify specific end-use of the spare parts, and verify end user is in compliance with the provisos. Substantiate the bona fides of foreign consignee Sky Trading Company, Ltd. as a responsible recipient of United States Munitions List (USML) items. Department requests that Post conduct a site visit to Sky Trading in order to assess its operations, reliability, and on-site security. If a site visit is not possible, please inform PM/DTCC case officer. The following questions provide suggested guidance: - Please confirm an order that was shipped under license 05-1007778. - How long has your company been in the business of importing and selling defense articles? What other products are sold by your company? - Are you familiar with the restrictions against the unauthorized re-export or retransfer of United States Munitions List (USML) items? - Who are your regular customers and where are they located?
