1.This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Posts' assistance in conducting
a pre-license check on application 05-050090386 for the
export of defense hardware to Argentina. Posts are requested
to complete this Blue Lantern inquiry within 30 days. Lack
of response to a Blue Lantern inquiry will affect pending and
future licenses involving parties to this license.
3. Reason for request: High-value shipment of Significant
Military Equipment (SME) transiting a known diversion point
for U.S. defense articles.
4. Action Abu Dhabi: Department requests that Post verify
the role of foreign intermediate consignee Baltrans Logistics
(Dubai) LLC in the proposed transaction. If possible,
conduct a site visit to access the company's operations,
reliability, and on-site security as a responsible recipient
of United States Munitions List (USML) items. Emphasize that
the unauthorized re-export or retransfer of USML items is
strictly prohibited.
Action Buenos Aires:
Department requests that Post determine whether or not the
Ejercito Argentino Comando de Comunicaciones e Informatica
Estado Mayyor General Del Ejercito ordered the items listed
below, for the purpose stated on the application.

This equipment will be used solely by the Argentine Army to
establish the HF Secure Tactical Radio Network of the Army
Tactical Communications Subsystems as a part of the Army
Unified Communications System. The radios will replace old
An/GRC-106 radios, currently operating from military trucks
and shelters.
