(C) Department approves USUN's proposed course of action on
Burma (reftel) with the stipulations that the SYG letter to
Than Shwe proposed in para 4 of ref a should (1) be sent this
week, per ref b; (2) reaffirm the need for the Burmese
government to take all of the actions listed in the Security
Council's PRST of October 11, 2007; (3) contain a deadline in
the near future within which the Burmese regime must begin "a
genuine dialogue with Aung San Suu Kyi and all concerned
parties and ethnic groups," as called for in the PRST, and
(4) express his intention to report to the Council at the end
of February on the Burmese government's implementation of the
PRST, including on whether the Burmese government has begun
"a genuine dialogue with Aung San Suu Kyi and all concerned
parties and ethnic groups."
