1. (U) The United States continues to be involved at all
levels in coordinating support activities for various 1540
Committee implementation activities, and this involvement
has deepened through our strategic interest in full
implementation of UNSCR 1540 -- which recently included
consultations with P3 capitals, in-kind contribution
discussions at Sandia National Laboratories on a 490K USG
grant, a discussion of the way forward with key
intergovernmental organizations such as the International
Atomic Energy Agency (IAEA),and an interagency backstopping
update on December 16. See Refs A-D.
2. (U) Washington requests formal Mission clearance for the
U.S 1540 Coordinator to meet with USUN Political Section on
January 5 (Michael Gordon) and others as appropriate, to
provide an update on the interagency process, our strategic
goals within the nonproliferation community, and priorities
for 2009. Tentative approval was expressed by USUN in Ref E.
In addition, per Refs F and G, Washington requests
additional discussions to follow up with UN Office of
Disarmament Affairs on milestones discussed at the December 2
planning meeting at Sandia National Laboratories.
3. (SBU) Requested itinerary:
Mr. Thomas A. Wuchte, U.S. 1540 Coordinator, Department of
State, Bureau of International Security and Nonproliferation,
will arrive on or about 1/5, and depart on or about 1/6. Mr.
Wuchte holds a TS clearance. His passport number is
910027629 and Department ID is No. 580546.
4. (U) No logistical assistance is required, aside from a UN
pass for any meetings that may be required regarding the
in-kind contribution discussion -- Mission assistance is
appreciated.
