This is an action message:
1. (C) As reported reftel, the National Implementation Plan for the
War on Terror (NIP) was recently approved. Ambassadors are requested
to, as soon as possible, release the NIP to senior levels of our
"FOUR EYES" allies. Copies of the S//REL version can be downloaded
at
http://nctc.sgov.gov/organization/sop/docs/ni p-2008-final-rel.pdf
2. Missions may wish to convene CT working groups (including DOD,
COS, and senior law enforcement representatives) to coordinate a
strategy for presentation of the NIP to appropriate senior level
counterparts in host governments. Department encourages using the
presentation of the updated NIP as an opportunity review CT
cooperation and host country CT strategies.
3. Please notify Department, S/CT upon delivery of the NIP.
Director NCTC, with NSC, will convene a meeting of FOUR EYES
Ambassadors in Washington to present the NIP after it has been
provided by Posts.
