(U) This is an Action Request. See paragraphs 2 - 4. ¶2. (U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-shipment check on licenses 050091143 and 050121440 for the export of rifles to Guatemala. Post is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. (SBU) Reason for Request: End-user, Defensa S.A., is party to many export licenses but does not/not have a Blue Lantern history. Also, these two licenses are both for one-hundred (100) Marlin Model 60 rifles but 050091143 is valued at $12,000 and 050121440 is valued at $30,000. Note that the foreign intermediate consignee on these licenses, Sercogua, is the foreign intermediate consignee on the Blue Lantern initiated by REFTEL. ¶4. (SBU) Action Request: Post is requested to establish the bona fides of end-user Defensa S.A. as a legitimate recipient of the United States Munitions List (USML) items listed below. Post should also confirm the quantity of this transaction and determine why the difference in values between the two licenses is so large. In its reply, Post may also comment on any other information pertinent to these transactions such as security of facilities and concerns about the entities involved. ¶5.
