SUMMARY: This telegram is part of an ongoing series
that provides SMART program updates to the field. We
are pleased to announce that SMART has been
successfully installed at the first two
participating Pilot II posts: Tashkent and FRC Ft.
Lauderdale. SMART is now being used to send and
receive messages at both posts.


1. To recap, SMART Pilot I, operating in parallel
with the Department's legacy messaging systems, was
successfully conducted from September to December
2007 on ClassNet in Belgrade, Stockholm, and Muscat.


2. SMART was successfully installed on ClassNet
during November 2008 at the first two Pilot II
posts: Tashkent and FRC Ft. Lauderdale. All inbound
and outbound messages are being sent and received
through SMART; the TERP and CableXpress have been
placed in receive-only mode. Data from these pilots
have been carefully assessed and appropriate
adjustments are underway. A one-month pause in the
Pilot 2 deployment schedule has been taken to
address user and technical issues identified through
the pilot process.


3. Muscat, Djibouti and Belgrade - scheduled for
early 2009 - are the next round of Pilot II posts,
followed by Mexico City, Athens and Stockholm. All
Pilot II posts will pilot full inbound and outbound
functionality on ClassNet. Legacy systems (TERP,
CableXpress, and WebGram) will remain on-line at
pilot posts, in receive-only mode, to validate
delivery of message traffic and as a contingency
backup to SMART messaging. OpenNet users at the
pilot posts will continue to use legacy systems,
CLOUT and WebGram.


4. Pilot III will add SMART capability on OpenNet
and will affect all ClassNet and OpenNet users at
the pilot sites. In addition to the Pilot II posts,
Pilot III will include Windhoek, Hanoi, Wellington,
and Tallinn; advocates from these posts are
currently in Washington for the advocacy workshop.
With the addition of cross-domain messaging, Pilot
III will demonstrate the full functionality of
SMART.


5. As before, the SMART Deployment Team will work
closely with pilot advocates to coordinate
preparation requirements, including standardization
of desktops. Details of these requirements,
including desktop software, can be found at the
following link: http://smart.state.gov.


6. The SMART web site (http://smart.state.gov) is
being redesigned and will be routinely updated to
include information about SMART. Advocates and IT
specialists at pilot posts are encouraged to check
the site periodically to keep abreast of changes.
