DESIGNATION OF FOUR MEMBERS OF LASHKAR-E-TAYYIBA SENSITIVE BUT UNCLASSIFIED; PLEASE PROTECT ACCORDINGLY ¶1. (U) This is an action cable; see para 3. ¶2. (SBU) Summary: On December 10, 2008, the UN Security Council's Al-Qaida and Taliban Sanctions Committee (1267 Committee) approved the addition of four members of the terrorist group Lashkar-e-Tayyiba (LeT) for targeted sanctions (including asset freeze, travel ban, arms embargo). These individuals are Muhammad Saeed a.k.a. Hafiz Muhammad Saeed, Zaki-ur-Rehman Lakhvi, Haji Muhammad Ashraf, and Mahmoud Mohammad Ahmed Bahaziq. The Committee added a new alias for the group: Jamaat-ud- Dawa (JUD),which is a LeT front operation. The 1267 Committee also added additional aliases for Al Rashid and Al Akhtar Trusts, which have raised funds for LeT. This UN designation requires all UN member states to freeze any assets these individuals and entities may have under the member states' jurisdiction, not permit them to travel, and implement an arms embargo against them as set out in paragraph 1 of Security Council Resolution 1822 (2008). (SBU) Action request: At posts' discretion, please inform host governments that these UN designations took place on December 10 and supply the identifying and background information in paragraph four. Posts should make approaches to host government, as appropriate, upon receipt of cable in order to maximize chances that assets may be located and frozen. These actions will limit the ability of known terrorists to travel, acquire weapons, plan, carry out, or raise funds for new terrorist attacks. --We would appreciate your sharing with us information on any actions or blocking of assets that you undertake.
